We employ two subject matter experts whose professional lives are dedicated to keeping a finger on the pulse of healthcare reform and helping our clients maintain compliance with constantly evolving health and welfare benefits policies.

Susan Sonkin, EBS’ Compliance Specialist, helps clients understand how to address day-to-day compliance issues with the state and federal regulations that apply to their health and welfare plans, including ERISA, HIPAA, COBRA, IRS Section 125, and FMLA, as well as current, dynamic regulatory areas like the Affordable Care Act and regional paid leave laws. Susan assists with Form 5500 and Summary Annual report preparation, and review and preparation of plan documents and Summary Plan Descriptions. Susan performs a compliance review with clients to assess current practices and procedures and identify deficiencies, the findings of which inform the development of new compliance protocols. In addition, EBS clients receive compliance alerts as new regulations are enforced, and monthly newsletters that include compliance recaps and reminders that are archived in our client resource center.

Josie Martinez, Senior Partner and General Counsel, supports Susan in all legal and compliance areas, including healthcare reform, ERISA, COBRA, and HIPAA, and helps to drive EBS’ client outreach strategy. Compliance Specialist


As the Compliance Specialist at EBS, Susan Sonkin is responsible for staying abreast of both state and federal healthcare regulations. She is tasked with researching compliance issues for clients in areas including, but not limited to, HIPAA, COBRA, ERISA, Healthcare Reform annual reporting, and plan disclosure. She has a particular interest in Cafeteria Plan issues stemming from her experience in administration of medical and dependent care Flexible Spending Accounts for EBS clients.

As Senior Partner and General Counsel at EBS, Josie Martinez specializes in advising our clients on both legal and compliance-related issues, including but not limited to ERISA, COBRA, and HIPAA. Her experience in navigating the legislative process and analysis of regulations are a valuable resource to our clients as the complexities of Healthcare Reform continue to change. Having been an attorney for twenty-five years, Josie brings a breath of experience as an advisor on risk assessment, business strategy, contract negotiations, government investigations and regulatory compliance.
